INTERNATIONAL JOURNAL OF APPLIED ENGINEERING RESEARCH ISSN 0973-4562 VOLUME 11, NUMBER 14, PP 8265-8270 [INDEXING: SCOPUS].] ----------> Electronic Medical Record systems have emerged as a solution to providing timely and accurate information to support various health care needs. Many clinics are moving away from paper-based medical records to electronic medical records, but these electronic medical record systems are only used by the clinic staffs and the recorded information is not typically accessible to patients. Therefore, E-Clinic Portal is designed to provide clinic staffs with remote access to patients' record anywhere, anytime and they are not the only individuals who have greater access to patient information. Patients may also be able to access to their own health record and medical expenses. This paper will present the technical issues in building up the patient queue module, patient medical record module, and payment module and reporting module of this web-based application, E-Clinic Portal with open source-based technology. Apache web server, MySQL and PHP are used to initially implement the system. Besides that, to implement the application, a web browser is needed. This portal is equipped with Role-based User Access Privileges that is used to ensure that the portal is accessed only by appropriate medical personnel.
